Action needed now on humanitarian situation in Sri Lanka
Amnesty International is gravely concerned about the unfolding humanitarian crisis in northern Sri Lanka. We urge the Australian Government to do all it can to prevent any further worsening of the situation, both through bilateral channels and multilateral processes.
About 60,000 civilians remain trapped in the conflict zone between the Tamil Tigers and the Sri Lankan Army in the north of the country. On Monday, the Sri Lankan government gave the Liberation Tigers of Tamil Eelam (LTTE) 24 hours to lay down their arms or face further attack in a "final offensive", raising concerns that civilian casualties could spiral. More than 4,500 civilians are estimated to have died in the fighting in north eastern region of the country.
The plight of these civilians demands that the Sri Lankan government and the LTTE take all necessary measures immediately to prevent unlawful killing of civilians and that they fully comply with their obligations under international humanitarian law.
The LTTE and the Sri Lankan government must cease hostilities immediately and agree to extend a humanitarian pause for a reasonable duration, in order to permit civilians to leave as well as the reopening of access routes for food, water and medical supplies.
On Wednesday 22 April 2009, Claire Mallinson, National Director Amnesty International Australia, sent a letter to the Hon Stephen Smith MP, Australian Minister for Foreign Affairs, expressing the organisation's concern and urging our Government to take action. Please join our call and tell the Australian Government to call for an immediate humanitarian truce.
Both the LTTE and the Sri Lankan government have an obligation to comply with international humanitarian law in all circumstances. However, the Sri Lankan government appears to have resorted to the use of artillery, which is intended for use on conventional battlefields and are not capable of pinpoint targeting. The use of artillery in densely populated areas is likely to lead to substantial civilian casualties.
According to reports, more than 35,000 civilians have been able to exit the combat zone in the last few days. In the last week, Amnesty International has also received reports of a number of enforced disappearances of young Tamil men separated from their families during the screening process. The Tamil Tigers must cease any forced recruitment, or use of civilians as human shields or attacks on civilians who have tried to escape from areas under their control. They must immediately allow those civilians who wish to leave to do so.
The Sri Lankan authorities should allow international monitors to visit 'reception centres,' to help reassure both fleeing civilians and surrendered LTTE fighters that they will be treated according to international standards.
We have urged the United Nations Security Council to discuss the crisis without any further delay. The Security Council must:
- express concern at the escalation of violence and the deteriorating humanitarian and human rights situation, in particular the resulting heavy civilian casualties of recent days
- call for a humanitarian truce
- urge that the government and the LTTE immediately take all necessary steps to fully comply with their obligations under international humanitarian and human rights law
- stress that the perpetrators of grave violations of human rights and international humanitarian law must be held individually responsible and prosecuted for such violations.
The situation has reached a critical point and requires immediate action by the global community, including Australia.

ACT Now to save tamils not only in war zone but also everywhee in SL. Tamils in other areas disappearing in alarming rate. Every minute delay kills many tamils by bombing, shelling, starvation and lack of medicine.

Thanks Amnesty. All democracies around the world can do more to stop this human tragedy without independent witnesses. Any action even at this juncture will prevent further loss of life. Not only the people remaining in war zone are in danger of being killed, others moved to govt areas could be segregated and executed for suspicion and perhaps as ethnic cleansing. Sri Lanka used this method repeatedly in the past and in the recent past govt started to justify such actions. Nobody other than the SL army know who crossed to their area and these people are detained in army guarded centres without access by media or independent agencies. Even media or independent agencies allowed to speak to these people they would be very reluctant to speak the truth for fear of reprisal by the army. Government itself admitted that it is planning to keep these people for over 3 years. During this Sri Lankan regime, many international aid workers, MPs, journalists and civilians but nobody was prosecuted.

This is very shame to INDIA having proxy war with a small TAMIL militan group otherthan fighting with PAKISTAN or CHINA Where as innability to bring peace in SriLanka .This is because INDIA was defeated by LTTE earlier and taking revange in shameful manner.And It is very shameful for every Indian too. History never forgive INDIA.

It is very disappointing that all the governments talk for humanitarian issues around the world do have their own agenda individually. It is argued that the democratically elected government can do any thing including systematic ethnic cleansing to save its sovereignty.
Instead of accusing tigers for child recruitment and forced conscription, International Community should press for free access to the conflict area and witness what has been happening. By this way, we could get a true situation in the conflict area.
Today a Sri Lankan website posted a item stating a surrendered Tiger official claimed that there are only 10,000 to 15000 civilians in the conflict area. In real, there seem more than 150,000 civilians trapped. It is feared that this news is a prelude by the Sri Lankan Army to hide the number of civilians going to be KILLED on the final assault.
It is also feared that the army planned to kill any one with injuries so that there won’t be any witnesses for the carnage.

We hear that still more than 200 000 people are trapped in the war zone.
We hear that the Sri Lankan Army has entered so called security zone where the war vigorously going on and thousands of civilians are massacred.
If the Forces succeed in capturing the area, it would mean the Tamils in all other part of Sri Lanka would be massacred.
Please treat this as an S.O.S and take an immediate action against Genocide and the atrocity leashed out on Tamils in Sri Lanka.

The world can stop this carnage overnite if they really want it. Srilanka is continuing with this war with donors finance.
If only all major donors would say, stop the war and arrive at a negotiated settlement and if not no more aid, the war would stop overnite.
The world, including the UN SC does not want the so called entrapped civilians to express their democratic rights to express whether they want to stay in thier home land or go into the GOSL’s concentration camps.
Why would the GOSL refuse entry of independent observers including UN into the conflict zone. Is it not b’cos they are telling untruth to the outside world and the outside world is swallowing it. Does the world wants to wait for another Rwanda to happen and cry about it and just do the post mortem later. Why did the UN
proclaim the definition of self determination if they do not want to enforce it on a member contry. This is hypocracy to the extreme sence. thnx

Thanks Amnesty Int. to bring attention to Aus Gov respect to Sri Lankan Tamil’s suffering.
As you would be well aware, under the international law, use of Chemical weapons such as nerve gas is strictly prohibited even on animals and in fishing. Yet, the deadly silence of the international community including Australia, has allowed the Sri Lankan Government to use chemical weapons against innocent Tamils with impunity. While the indiscriminate killing continues, innocent civilians fleeing the war zone have been hurdled into in concentration camps, benignly named as “welfare camps”.
We also strongly request Australian Government to play a pivotal and decisive role in arresting and reversing this situation. It is our expectation that the Australian Government will prevail on the Sri Lankan government to call for: an immediate ceasefire and urge access to humanitarian and medical aid to people in the affected areas.

Thank you Amnesty International for pointing out the situation of civilians in the north eastern part of Sri lanka and asking the Australian government to intervene.
It is a pitty that the world is watching this catastrophic event in silence.
Tamils all over the world have been requesting humanitarian intervention…Last friday about 8000 tamils gathered in Canberra for the same cause.
however it seems that human lives are not given equal importance everywhere.
The governments have to take practical action to save the human lives instead of pleading the Sri Lankan government to protect the cilvilians.
Hope we do something before it becomes an empty land with burned bodies…
