Amnesty International welcomes the introduction of the Migration Amendment (Complementary Protection) Bill 2009. The organisation believes that the amendments to the 1958 Migration Act proposed in this bill will allow Australia to better fulfil its international obligations. In particular, its non-refoulement obligations prescribed in the International Covenant on Civil and Political Rights, the Convention Against Torture and the Convention on the Rights of the Child.

However, we do have concerns about the wording and substance of the Bill, and our submission has a list of recommendations on how the bill could be improved to better reflect Australia's international obligations.
