Amnesty International Australia is outraged by the Israeli government’s recent plans to annex territory and forcibly displace Palestinians in the unlawfully occupied Gaza Strip.
This proposal comes amid Israel’s tightened blockage of humanitarian aid—flagrant violations of international law that are accelerating a calculated human catastrophe. No aid has entered Gaza since 1 March 2025 after Israel unilaterally shattered the ceasefire deal.
Israel’s chilling plan to expel thousands of Palestinians and confine them to six encampments marks a horrifying escalation in its genocidal campaign. Family members would be forced to walk kilometres for food packages, subjected to invasive surveillance measures such as facial recognition—practices that are not typical in standard aid distribution.
These deliberate acts amount to war crimes and crimes against humanity, specifically the unlawful transfer of civilians, forming part of Israel’s systematic attack against the civilian population.
The waves of forced displacement since October 2023 expose Israel’s calculated strategy to create conditions of life designed to destroy Palestinians in Gaza. With nearly 70% of Gaza now under ‘evacuation orders’ or declared ‘no go zones’, Israel’s latest actions lay bare a terrifying agenda: permanent land seizure, entrenched military control, and the systematic, indefinite displacement of the Palestinian people.

With 1.9 million Palestinian lives at stake, civilians are being forced to choose between displacement or starvation. This is a blatant admission of war crimes and a calculated pursuit of ethnic cleansing, cementing Israel’s unlawful occupation, threatening the very existence of Palestinians in Gaza who have already endured 19 months genocide.

“Despite UN warnings of a deepening humanitarian catastrophe, Israel continues to obstruct aid as a political strategy, directly causing the deaths of Palestinian civilians. Israel has systematically dismantled aid systems, placing aid distribution under military control, after criminalising UNRWA and stripping Palestinians of their crucial lifeline. Today, the UNRWA Gaza Field Office stands empty.

Any attempt to weaponise humanitarian aid, coerce displacement, or create discriminatory aid zones is a gross violation of international law and must be instantly halted. We demand the re-elected Labor Government, and the international community immediately act to restore the full, unhindered delivery of humanitarian aid and essential supplies, and urgently push for a permanent ceasefire.
